The Administrative User represents the highest level in the user hierarchy, having access to all administrative functions that manage user data, administrative page data, and access to control administration. Development tools are also made available to administrative users, giving them the ability to replace site maps and replace data files during development.

Administrative users can also assume the profile of a registered user for individual administration.
